Pressure regulators require no external power sources and many times can supply the control needed at the least possible cost. Capturing the energy needed for operation from the controlled system, regulators typically cost less to buy, install, and maintain than other control systems. 

A regulator’s main application is to maintain desired, reduced outlet pressure while satisfying variable  demand downstream. The outlet pressure setting of the regulator determines the downstream pressure. When the downstream pressure is optimized, the regulator closes until additional demand calls for flow.
